The Harkonnen: A+ Anti Unit (12)
Victoria's preferred (or at least most-popularly associated with her) personal weapon is the Hellsing ARMS Anti-Midian Cannon 'Harkonnen'. Weighing 120 lb. (~60 kg) unloaded, this 30 mm, single-shot, break action, breech loader cannon uses various types of shells, including depleted uranium with silver for piercing armored targets and incendiary napalm rounds for destroying large groups of opponents both on land and in the air. Carrying this weapon, the vampirically-enhanced Seras serves perfectly as long-range fire support. Her immense strength also allows her to use the weapon while moving; sometimes, especially in the manga, she wields it with an extraordinary ease, even firing over her shoulder. Before gaining the Harkonnen, Seras used a smaller rifle, firing 12.7 mm rounds, as is seen written on the gun in the OVA. Also contains underslung Grenade launchers.
other stuff: Although she primarily uses weapons such as her Harkonnen, Seras is well-trained in hand-to-hand combat and can easily take down opponents using brute strength, as shown in Episodes 12 and 13 of the anime when facing against Incognito. It isn't stated how well-trained she is or what techniques she knows, although she states that she received basic self-defense training in Volume 2 of the manga when she became a police officer. She demonstrates some maneuvers and attacks such as kicks and karate chops that suggest that she is taught in some kind of martial arts. Specifically, she put Jan Valentine in a hold, preventing him from moving. She has strong legs and can run faster than bullets. But without a doubt, the best example of her unique strength (before drinking Pip's blood) is in episode 6 of the TV series or episode 2 of the OVA when, when the ghouls starts drooling and groping her she enters "Berserker Mode"; she destroys almost a few dozen ghouls in mere seconds in a furious, mindless state. The series has shown this trait more than once, including squashing a ghoul's head until it exploded. Her abilities greatly increase during Volume 7 of the manga (when she becomes a true vampire) when she destroys an entire row of vampires in a single move. Her overall fighting style is fairly strategic; unlike Alucard, she has no desire to find an opponent capable of ending her life, and thus does not give her opponents chances to defeat her.

He has short black hair and a large appetite. Hei's other persona is that of the Contractor simply known as BK-201 by authorities or as The Black Reaper (Kuro no Shinigami) by other Contractors. Even before becoming a Contractor, Hei worked as an assassin, earning his nickname. As Hei, he operates in a mask, a bullet resistant overcoat, and with gear suiting a military operative.

[Description] Due to his sister's presence inside of him, Hei has recieved her contractor abilities which replace the need of mana with an obeisance. but he requires no obeisance due to his sister's presence. His ability is the manipulation of molecules, which he commonly uses to make his coat stronger than armor past the point of blocking bullets as well as creating an electrical charge which can be conducted through his weapon or directly to whatever he is touching (cannot conduct through air or concrete) to his enemy who would have their energy drained without the ability to move his/her body due to the current being conducted throughout his/her body. This ability also nullifies the damage of any energy (beam) type attacks as hei can change the particles of energy attacks to become completely useless

She doesnt even have a berserker mode as a skill. As a result, its ability is mute. Plus hei can block all of victoria bullets and still electrocute her. Besides, victoria cant even see hei's attacks (knowledge of respect and harmony). In addition, even with higher strength, Hei's eye of the mind, battle continuation, and martial arts will allow him to win in close range. Victoria has to expend mana to shoot a bullet but hei does not needs to in order to block it. Hei can win in combat once all serra's mana is exhausted.

This would be an awesome fight and you two raise some very valid points. I would love to see this fight, but you all are underestimating Seras.

chinese martial arts give a plus to hei and our A agillities cancel out
hei can only last for so long..... IF U CAN ACTUALLY HIT HIM.....
btw, it's molecular manipulation..... electrocuting ppl is just a product of the ability

Damn it I accidently voted for archer instead of assassin oh well wont help much assassin has this in the bag he is faster more skilled melee fighter and he can just sneak up on archer using his presence concealment and kill her that way because from what I can tell she has no way of sensing him unless she hears him somehow but a skilled assassin can most likely get rid of the sound he makes from walking.

all Seras has to do is run, and she knows when she has to do that, also, with mobility slightly decreased due to the whole canyon thing (I assume we can both get up the wall quickly) it would be relatively simple to blanket grenade to area. I don't need to hit him to run for a longer period of time than him.
also, spotted another logic gap: "Victoria has to expend mana to shoot a bullet" so, by that logic: Lancer had to expend mana to stab, and Saber had to expend mana to slash? I think not.

This battle assumes everyone is alive. Besides, u dont have an ability that allows her to be "already" dead. If you two have same agility and hei has eye of mind true plus chinese martial arts, hei is faster.
Who said you had grenades is the first place? Besides, hei like creates a field WITHOUT USING MANA that makes all of you attacks equivalent to E- when you have to use mana.

It is stated in my character sheet that the Harkonnen has Grenade Launchers attached.

hei will be able to react faster. therefore, he is faster... Grenade launcher costs mana tooo. Field doesnt cost any mana to make ur attacks E-
