Tokyo Bill 156
A new law was recently passed in Tokyo, outlawing all anime, manga, and video games above a certain maturity and violence level. It comes into effect in june. Implications?
The END of Pokemon.
The END of Type-moon.
The END of 07th expansion.
The END of Shonen Jump.
The END of The Fate/Zero anime and manga.
In other words, the Japanese government is trolling everyone.
However, its fairly obvious that the Japs will realize that they just brought down their whole economy and repeal the law.

Uh huh. Of course. Because if something's been made illegal, that means we can't get it or make it anymore, anywhere, anytime, any way. Oh no.
CP's illegal in America, so where are all the /b/tards getting it from?

Re: Tokyo Bill 156
You're over-estimating the bill, Sandow. Here are the details I found in a blog:
Source:
http://dankanemitsu.wordpress.com/2010/12/15/tokyo-assembly-passes-bill-156-anti-anime-and-manga-bill-is-now-law/
Sandow, this is the anti-child hentai bill. It says that it gives tokyo the right to qualify Rape, sex between minors, and minors getting ripped to shreds or ripping things to shreds as adult material. So first off no franchises will be destroyed outright. Second, existing things will just get labeled as Adult, and thats only if they are presented in a “unjustifiably glorified or exaggerated manner.” So pokemon is staying, Type-Moon is staying, everything else is freakin staying except for hardcore hentai that is truly rather disgusting. The bill is about as potent as a gay man in womens locker room, so don't expect to have the world crashing down.
- Spoiler:
- "Tokyo Assembly Passes Bill 156 – Anti-Anime and Manga Bill is now Law
Posted on December 15, 2010 by dankanemitsu
Bill 156, known under such names as Nonexistent Youth Bill Ver.2, Nonexistent Crime Bill and the Anti-Anime and Manga Bill, was approved by a majority of full session of the Tokyo Metropolitan Assembly.
Self regulation will be mandated from April 1st and sales regulation enforcement will begin from July 1st of 2011. While the amendment does not specify the status of previously published books, specialists believe reprinting of titles published in the past will now be subject to the new restrictions after the above dates.
As you already know, Tokyo already has the power to designate anything that is too sexually stimulating for minors OR too sadistic for minors OR too likely to cause criminal acts among minors OR cause suicide among minors as “harmful material”, and force such material to be treated as adult only material.
With the passage of Bill 156, the Tokyo Metropolitan Government will have the additional power to restrict any manga, anime and video games (but not live photography works) that feature any sexual acts that would violate criminal codes or Tokyo ordinances OR sexual depictions between close relatives who could not legally get married to be treated as adult material IF they are presented in “unjustifiably glorified or exaggerated manner.”
To see complete details of the bill, go here.
This is a sad day for anime and manga and video games, but the fight will continue. With the Big 10 manga publishing companies up in arms, the issue is unlikely to fade away any time soon.
I also believe the democratic process suffered a major setback as well. Tens of thousands of formal petitions, large numbers of phone calls, truck loads of letters, and enough email traffic to overflow many legislator’s email servers were reported. As I understand, the vast majority of these were in opposition. Over the next few weeks, we’ll find out more about the numbers involved, but I believe this bill’s legislative process suffered several key missteps that taints its legitimacy.
Will the world end tomorrow? Will anime and manga die after July of 2011?
No, it won’t.
I’ll try to put together a Q & A soon, but please understand I can’t do it right away. I’m not getting paid for doing any of this and this is really putting a strain on my work and real life.
However, something I really do worry about the misconception of Japan as a nation were any and all sexually explicit hard core pornography is unregulated and that child sexual abuse photographs and films (i.e. child porn) are pumped out of Japan. Such myths will be very damaging unless it kept in check.
If you come across articles like that, I encourage people to write and tell its authors that is a very biased and not a very truthful statement to make. Unless people question such reporting, it will become accepted as fact.
I’ve covered that subject here.
In the meantime, this is a moment to remember that even in the darkest moments of a raging storm, you have to stay calm, remain vigilant and keep hope. The purpose of censorship is to instill fear, but fear is something we can fight all on its own."

Pfff please, I'm sure the big companies have enough lobbyists to make sure that their products don't get the Adult Material label, even if it does deserve it. And besides, most of us are turning into adults pretty quickly now, so why should we care?

Re: Tokyo Bill 156
OK, so I have yet to find an official translation of this bill, but here are some articles:
http://dankanemitsu.wordpress.com/2010/12/15/tokyo-assembly-passes-bill-156-anti-anime-and-manga-bill-is-now-law/
http://dankanemitsu.wordpress.com/2010/11/24/bill-156s-total-scope/
http://www.escapistmagazine.com/news/view/106174-Child-Safety-Bill-Could-Cripple-Anime-Industry
From what I've read, this bill will only affect Tokyo? Still, no doubt it will have a serious effect on the anime/manga industry, since much of it is concentrated in Tokyo. Also, it doesn't seem like it's a complete ban: it's 6 'harmful' works per month per company.
Since the wording of the bill is supposedly very vague, a large part of this depends on bureaucratic discretion (lol NSL), which may or may not be more lenient. This is not to say that there wouldn't be any more great series made if publishers agreed to follow the law, but it would probably only be possible if they made the transition fast.
Actually, I'm still rather confused about the bill. It says that it keeps these works out of the hands of minors, but I've read from some articles this includes taking them all off of TV and forbidding sales at major bookstores? If this was implemented through some sort of 18 and above identification, then it wouldn't be much of a problem at all. But if it decreases the availability of all works deemed 'harmful' (which could end up being more than we think), then the companies really do suffer directly, and not just as a result of their 'creativity being restricted'.
EDIT: Yeah, so the bottom line is, if the bill is REALLY that simple, and only restricts sexually 'harmful' manga from MINORS, then this shouldn't really bother us, because I don't think anyone here is into gay sex, child porn, incest or rape. But then again, this all depends on bureaucratic discretion (how can you tell if a manga is glorifying rape? Many serious works explore this subject without intending to arouse the reader).

I don't really see how this affects us in any significant way. You could probably still get your material at the local torrenting site.
Also, there's still a few months to develop any changes regarding the bill. Anything can change, right?

eheheheheheh suure. anyway is sandow complaining about the LAW ruining his life? I don't give a AMOS if shonen jump gets GAY-MOS, in fact I encourage it, and the regulation just means type moon won't make H-games anymore, and it really doesn't anymore after the PC release of FSN. Is that a bad thing? Because MOST of us don't just read it for the pr0n....
07th expansion never made anything that crossed the line in the first place, and I don't care if the anime and manga get banned because I don't like them. Sure, the law had really vague descriptions of what was too violent, but....they never actually depict any of the violent scenes in umineko or higurashi VNs....technically they just have text descriptions of violence so if they wanted to ban that, they'd have to ban a crap ton of actual paper books as well or be hypocritefags.
07th expansion ain't going down anytime soon.
Oh, and don't worry ms. watson, Dwayne Johnson's got you covered!(+rep if you get it)

Hentai publishers will have a harder time getting there work out oh well deal with it, anyway unless the VN & Game companies we get our stuff from suddenly announce that they will either be changing or discontuning certain things to accommodate this new law then I see no problem with this bill being passed.

No but federal laws apply to all states in america. I'm no expert in japanese law but from what I understand each prefecture has it's own laws but the nations federal laws are made in tokyo (which is where most of the countries laws are made because it houses japans parlament called the National Diet of Japan funny I know but thats what they call it) also ask yourself why would a law like this only affect tokyo when companies that make the things sandow likes are stationed through out japan?
Anyway lets quit this legal discussion and get back to the flame war.

Re: Tokyo Bill 156
Actually, you're completely wrong on both parts, I'M the one who found out about CRUCIS, felix found the original fatal/fake. And I made this forum in spring 2009, not for nasuverse/cff related discussion or anything like that(Moon Records was still alive back then and more than took care of that for me), but as a cool haxxor replacement for the then-trending "official" poolesville forums(who were the people that ran it anyway?), because I was getting tired of sending out what seemed like a weekly newsletter to everyone on my gmail list every time I found a really cool site or picture, and so I envisioned that I could just post it here instead. And I guess it worked out in the end though I no longer have the time to find something new or funny every day or so because of school.
Re: Tokyo Bill 156
i swear i found fatal before felix. I remember telling him about it. If you never had fatal, it would have been quite difficult to find crucis.
Although the forum might have existed, it would have been completely different.

Not completely different, you weren't here for the first 5 months of the true birth(Mid-April to August 2010), we would still have stuff about sc2, h4l0, the hamachi club, gaming in general, and anime, just not so nasuverse focused, more like amos' style where we do something new every month. lol true birth I gotta make a timeline of this forum in senior year, good times.

I'm definitely maintaining it, we have no underclassmen to pass it on to(the new generations of smcs are mostly white fags who only know h4l0 and aren't interested in 'web books'. Especially with sandow trying to push them to get into it.). We almost never talk about school here anyway so when we graduate its not going to change much.
Considering the new trend of women liking gay men that would actually be pretty potent.

Yeah do you think we can pass this forum on to them? This is mostly a guy forum, insults, memes, flame wars, pimping, all of that would go away and be replaced with the corresponding idiocy of the opposite sex(HAAAAAIIiIIIIIIIIIIIIIIIII, OMG ALLIE, repeatinggg the lasttt letterrr and ottherrr letterrrssss of worddss because of emo excitement, the whole 'wifey' thing) if this was female themed place. Sure maybe not that bad but I'm sure we would lose some original intent, like gaming and nasuverse. Also we'd be seeing a metric ton of shojo replacing our stuff, which would be really bad, maybe not to you peinan but for the rest of us.
