Guess what, I thought this would be fun, so I posted this.
I have completed the rules for only a few of the races, the other four you guys can help we with. Or, if you think I screwed up the first three races than please post a comment here.
Chapter 1: Races
African
+2 Charisma, +2 Strength, -2 Wisdom: Africans are witty and are typically strong, but are also less fortunate in their schooling
Medium: Africans are medium and have no bonuses or penalties due to their size
Quick Speed: Africans have a base speed of 30, but gain Fleet as a bonus feat at first level
Agile: Africans are faster on their feet than most. They get a +2 racial bonus to acrobatics checks made for jumping, and acrobatics is always a class skill for an African.
Race card: An African can target a specific individual or group of individuals once per day as a move action to claim they are racially prejudiced against him. This gives him a +2 bonus on charisma based checks to decrease the attitude level of non-Africans to the target, 4 bonus for Africans in the immediate area. Other Africans cannot be the target of this ability.
Weapon familiarity: All Africans are proficient with improvised weapons (treat as 1d3 damage of the appropriate type), and treat any weapon with the word “handgun” in its name as a Martial Weapon.
Languages: Africans begin play speaking English and Ebonics. Ebonics can be understood by anyone who can speak English, but they must make a DC 10 linguistics check or DC 15 intelligence check in order to understand it. Africans with high intelligence scores can choose any of the following: Spanish, Portuguese, Chinese, and Arabic.
American
+2 to One Ability Score: Americans get a +2 bonus to one ability score of their choice at creation to represent their varied nature.
Medium: Americans are medium and have no bonuses or penalties due to their size
Normal Speed: Americans have a base speed of 30 feet
Bonus Feat: Americans select one bonus feat at 1st level
Mixed Blood: Americans are an amalgam of many different cultures, and as a result gain some of the benefits of diversity. Americans can choose one attribute from another race and take it as their own. This choice must be made at creation and cannot be changed afterward. They are forever known as a [X] American, and are effectively treated as both an American and whatever they chose, both game-wise and role-playing wise (e.g., an American who chooses to take the Asians “small” attribute is an Asian American). Americans who forgo this attribute instead choose an additional favored class at first level. Special note: children of other races that grow up in America are still considered American, but they must choose an ability from their parents race. Interracial couples are assumed to produce American children, and they must choose from one ability from either of their parents races.
Languages: Americans begin play speaking English. Americans with high intelligence scores can choose any languages they want (except dead languages like Latin)
Asian
+2 Dexterity, +2 Intelligence, -2 Constitution: Asians are usually quick intellectually and physically, but their stamina is below average.
Medium/Small: An Asian can choose to start play as a medium or small creature. Once this choice has been made, they cannot change it. Medium Asians receive no bonuses or penalties due to size. Small Asians gain a +1 size bonus to their AC and attack rolls, a -1 size penalty on Combat Maneuver Bonus and Combat Maneuver Defense, and a +4 size bonus on Stealth checks.
Normal speed: All Asians, regardless of size, have a base land speed of 30 feet.
Asian work ethic: Asians can treat four hours of sleep as a full eight hours of rest, albeit at a minor penalty. The first day of less sleep brings no penalty, but for every day afterward he chooses to use this ability he starts out the day fatigued. This fatigue can be slept off by a full eight hours of sleep if it is not cured by other means. If he chooses to use this ability while fatigued, he starts the next day exhausted. Asians cannot use this ability if they are exhausted.
Alcohol vulnerability: Asians drinking any alcoholic drink other than rice wine takes a -2 penalty to avoid suffering the side effects.
Tech Savvy: Asians get a +2 bonus on all skills that require the use of a computer to execute properly at the GM’s discretion (Disable Device to overcome a firewall or electronic lock would count, but using a computer for research via Knowledge check that can be done with books would not count) .
Well schooled: Asian schooling is superior to most other schools in the world. At first level, an Asian can choose one knowledge or profession skill and treat it as a class skill, or receive a +2 bonus on a knowledge or profession skill that is already a class skill and he has ranks in. Once the choice of skill has been made, it cannot be changed.
Weapon familiarity: All Asians treat Asian Martial Arts-based exotic weapons as martial weapons at GM’s discretion (a Kama or Katana would count, but a Chinese Type 56 rifle would not)
Languages: All Asians begin play speaking one Asian based language of their choice (e.g. Chinese, Korean, Japanese, etc) An Asian with a high intelligence score can learn any of the following languages: any other Asian language, English, Spanish, French, Russian.

It's still fantasy though, because in these modern times it's quite easy to learn a new language.

Yo mykal you gonna have to revise it to the next edition and revamp the cover, because the Bin Draggin has been slain by the PCs.
